What does it take to create a sustainable, data-driven culture throughout city government? Many elected officials and local government leaders aim to establish cultures of performance and innovation, but how to do so is not always clear. Building organizational culture—the formal rules of policies and written procedures, as well as the informal rules of habits, routines, and processes in practice—in the public sector poses unique challenges. How do leaders at various levels of local government conceive, develop, and sustain an organizational culture centered on performance?
Through virtual convenings in the spring and summer of 2023, Pew’s Philadelphia research and policy initiative (PRPI) and 70 will explore new ways that data-driven approaches can help local leaders address problems and deliver services in Philadelphia more effectively.
The second convening features a panel discussion among the following national practitioners exploring how performance management can be relevant, sustainable, and impactful for local government:
