The Philadelphia City Fund (“Fund” or “PCF”) is an independent 501(c)(3) organization which serves as the fiscal sponsor for the City of Philadelphia and leverages public-private partnerships in collaboration with the City, the philanthropic community, and the residents of Philadelphia. PCF manages approximately $27 million in philanthropic and private funding on behalf of municipal projects. It provides City departments with the fiscal and administrative infrastructure necessary to launch pilot programs and to experiment with new and innovative approaches to Philadelphia’s challenges both on the ground in our communities and within City Hall.

The Finance Director supports the leadership and management of PCF. The role is responsible for day-to-day fiscal activities of the Fund, as well as implementing and improving accounting policies and fiscal strategies. The Finance Director also ensures collaborative engagement cross- functionally with our Partnerships Team and Strategic Initiatives
This position reports to the PCF Executive Director.
- Ensure that PCF’s policies and procedures are implemented as expected. Update the polices and procedures as needed.
- Process, record and reconcile bi-weekly payroll.
- Review, record and process all expenses and payment requests.
- Review and record all deposits including grant payments.
- Review and monitor grant agreements ensuring appropriate revenue recognition. This includes maintaining the net asset rollforward.
- Evaluate and maximize PCF’s cash flow position including managing accounts receivable and accounts payable.
- Maintain the general ledger. Ensure that all transactions are appropriately recorded, and all accounts are reconciled monthly.
- Assist the Executive Director with benefit administration and reporting.
- Prepare the monthly financial reports in accordance with US GAAP for presentation to PCF’s key stakeholders including the Board of Directors, government regulatory agencies, foundations and public and private funders. Attend and present at PCF Finance Committee and Board meetings.
- Support the Executive Director with the development of PCF’s annual budget and prepare updated forecasts monthly.
- Coordinate the annual financial statement audit and completion of the 990, including the preparation of workpapers and supporting schedules and responding timely to audit requests.
- Coordinate and oversee the preparation of the 1099s at year-end.
- Participate in the PCF Board of Directors’ Finance Committee meetings and provide necessary reporting and consultation to the committee.
- Provide oversight to any accounting staff. Currently there is one outsourced part-time staff accountant.
- Stay up-to-date and ensure PCF compliance with new accounting pronouncements.
- Support the grants management/partnership team with finance-related requests and reporting.
- Work closely with the Executive Director and Partnerships Team to ensure effective cross-functional collaboration.
- Assess, research, recommend, and ultimately, implement, the use of new technologies and automated processes to streamline the various finance functions at PCF.
- Support general office administration.
- Manage projects with an adaptable and innovative mindset.

- Bachelor’s degree in business/management, accounting, finance or related field preferred.
- 8+ years of professional experience.
- Proficient in the use and maintenance of automated Financial Management Systems such as Quick Books and Sage Intacct
- Strong project management and time management skills. Strict attention to detail, highly organized, and efficient.
- Strong interpersonal and written/oral communications skills.
Salary commensurate with experience and within the range of $80,000-90,000. The Philadelphia City Fund also offers a competitive benefits package including health, vision, and dental insurance, as well as participation in the Fund’s 403(b) retirement savings program.

This position is a hybrid role located in Philadelphia, PA. Applicants should have the ability to attend in-office work days weekly.
