In 2020, United Way of Greater Philadelphia and Southern New Jersey teamed up with the City of Philadelphia to launch a first of its kind collaboration between government, business, private philanthropy, and anchor institutions in an ambitious effort to reduce the poverty rate in Philadelphia and promote an equitable recovery from the pandemic. This collective strategy, entitled The Promise, has been informed by partners, including Monitor Institute by Deloitte and the Philadelphia Poverty Action Plan, to design and build a community-informed, evidence-based strategy that addresses Philadelphia’s high rates of poverty.

About The Promise:
With a $20M investment from the City of Philadelphia bolstered by matching dollars from the private sector, The Promise is poised to invest deeply in strategies to reduce Philadelphia’s poverty rate and create opportunities for an equitable recovery from the dual health and economic crises created by the pandemic. Through the Poverty Action Fund, a public/private fund has been developed to streamline evidence-focused grantmaking processes and support high-performing community organizations and partnerships. The Promise is administered at United Way, with a separate 15-member governing board, three content-specific advisory groups, and independent staff to provide guidance and direction throughout the grant process.
